I would suggest a late 18th century bodice made of linen or possibly cotton. I can see laces and bead work, as well as what I believe are stays at the bottom of the picture. Without being able to see more I am limited on what I can see and therefore what I can really suggest about the dating, it may also be 19th century.
I would guess this is the back of a gown from the 18th century. Because of the elaborate design I don't think it is an undergarment. I think it worn as the outermost layer and meant to be seen. The fabric has a shiny quality that resembles silk. The bodice is also framed by beading and there is some roping around the beads. I would also guess this was worn by an individual of the upperclass because the delicate beading would not be practical for a woman doing laborious tasks.
My guess is that this is a laced bodice for a gown. It looks almost like a silk or satin material with beaded decals. Perhaps nineteenth century?
